There's not much that Texas can do since the US Supreme Court has determined that only the federal government can enforce immigration. According to much of federal law there are requirements for immigrants to register, but there's not a lot that can be considered criminal. Most enforcement acts are considered civil discretion. See ARIZONA ET AL. v. UNITED STATES. However, do we actually have immigration occurring or do we have migration - two different actions? Can Texas affect migration across it borders? A sovereign can.
