Perhaps we should define what is a child, or when a person may no longer be treated as an adolescent? Gangs in central America are an interesting topic since the quality of the violence you speak is an American export from 2000 to 2004 when the US deported criminals to central America without notifying the governments about their records. Even this example demonstrates the absolute tactical brilliance of training the world's children. The flaw in the plan may be that our culture may no longer be the example which begs the question, does it matter anymore? For some of us it does.
