Both early voting through Tuesday and on election day, May 9, will be held in the Wilson County Courthouse ONLY
There is a small but very important election for a Director to the Evergreen Underground Water Conservation District (EUWCD). This is the entity that controls the water for four counties, Wilson, Karnes, Atascosa, and Frio. By now, most of you know that water is becoming a very important resource and that our neighboring county to the north (Bexar) needs more water and has been eyeing taking portions (or all) of our water for their use. The EUWCD is committed to protecting our water for future generations. That is why it is very important to elect a person to the EUWCD Board of Directors that has the knowledge and ability to keep our water safe.
There are two candidates for this position, Steve Snider and Robert Leal. I have included their resumes below as submitted to the Wilson County News. Wilson County News conducted a candidate forum and each candidate was asked to answer three questions. They are:
Quetion 1: Personal, Professional, and Political Background.
Question 2: Main Issues Facing the Community and How to Resolve It.
Question 3: What do you plan to accomplish if elected to this position?
If you will carefully review the resumes below, you will see that only one candidate has the qualifications to perform the duties of Director. That candidate is the incumbent, Steve Snider.
Along with two other people, Diane Savage and Darrell Brownlow, these “Three Musketeers” from Wilson County have successfully fought off San Antonio Water System (SAWS) for eight years and kept our water safe. To break this winning team up and replace Steve Snider with a person who knows very little about our water problems is to court disaster. (please re-read Mr. Leal’s resume if you doubt this) Mr. Leal has never attended any EUWCD meeting and he has never been to any meeting where any of these EUWCD Directors have been present. I cannot help but wonder why he wants the job. It certainly can’t be the pay because this position only pays a nominal amount and is a part-time job. Is it because Mr. Snider has not done his job?
Mr. Leal has never come to Mr. Snider and complained so that does not appear to be his motivation. We may never know. There is one thing we know for certain and that is that Mr. Leal will have a very steep learning curve and will not be able to be fully functional for some time. During that time, the other two EUWCD Directors will be short-handed in their efforts to keep our water safe.
There is only one problem. There is only one place to vote in either the early voting or regular voting. The only voting location is the Wilson County Courthouse at 1420 3rd Street, Floresville.
It is vitally important to the future of Wilson County water that you go to Floresville and vote for Steve Snider.

RESUME FOR STEVE SNIDER
I’ve been married for 43 years and have been blessed with two children and five grandchildren. Our family has lived in the La Vernia area for 34 years and we are active in our local church and for 20 years I was a member of the Wilson County Sheriff’s Reserve.
I served in the U.S. Air Force and later worked as an Air Reserve technician and as a Crew Chief on C119 and C130 aircraft. I served on the Board of the SS Water Supply Corporation and from 1990 to 2000 was the General Manager. Since 1996, I have served on a Water Advisory Committee to the Edwards Aquifer Authority and since 1997, have been a representative to the Evergreen Board.
Wilson County is fortunate to have a plentiful source of Carrizo Aquifer groundwater. With the explosive growth within this County as well as being a neighbor to Bexar County, protecting the quality and quantity of this groundwater is key to our future. This is why the priority for the Evergreen District is to create and maintain fair but firm rules that allow District property owners, farmers, ranchers, and all businesses to use the groundwater resources in a manner that ensures their long term viability for each County.
I will continue working hard to ensure that the Evergreen District never forgets its fundamental responsibility is to the taxpayers. Every dollar in our budget will be properly scrutinized for value added to the District’s priorities. I will continue researching the issues and asking the questions that need to be asked. I will work to protect rights of property owners and specifically the right to utilize the groundwater beneath our property. Working with my fellow Board Members, the Evergreen will have strong rules that prevent neighboring interests from causing harm to our groundwater supply.
RESUME ROBERT G. LEAL
I, Robert G. Leal, announce my candidacy for Wilson County director of the Evergreen Underground Water Conservation District, which includes Frio, Karnes, Atascosa, and Wilson counties.
My wife, Debbie, and I have raised three children in Floresville. They are Jennifer Balcer and her husband, Mike, of Schertz, Ismael Leal and his wife, Heather and Amanda Herrera and Her husband, Bennie, of Floresville. We have six wonderful grandchildren: Chandler and Adrianna Balcer, Destiny Asbell and Ismael Leal III, Trinidad Leal, and Sage Herrera. We are active members of Sacred Heart Catholic Church.
Reared on a dryland farm in Wilson County, the experience has left me with a lifelong understanding of the importance that potable water plays in all of our lives.
Like the air we breathe, the food we eat, and the soil beneath our feet, our water is a precious resource that must be protected. If elected on May 9, I will advocate protecting, preserving, and conserving our water.
