Carter - Thank you for being specific. The function of the Executive Branch is to execute the laws passed by congress. Congress allocates the money and determines the purpose. It says to the Defence Department here is $$$ for the purpose of buying this number of PDQ Jets. The executive branch thru the Defence Dept then spends the money. It is the executive branch that puts those programs into effect (spends the money). One of the main purposes of our government is to defend the security of the nation and its people. Going back to the late 1800 supporting American businesses during economic crashes has happened. At times the government has just acted as a coordinator of those funds and at times they have provided those funds. God did not provide a Capitalist bible. The founders of this nation did not say this is the only way to do this. If we stuck with the original version of the Constitution the vast majority of Americans could not vote. The constitution does not say anything about monopolies. Does that mean that all laws restricting monopolies are illegal. If so then the Rockefellers would control the entire oil industry today. Unrestricted capitalism is just as bad as unrestricted anything. I agree with you that the "After the fact" law on bonuses is wrong and the Supreme Court should overturn it.
