Stockdale superintendent Fuller resigns; trustees consider new Chapter 313 requests

Following the success of 247CT8me LLC, also known as 8minute Solar Energy, last August in getting approval from the Stockdale Independent School District (ISD) for its application for a Chapter 313 tax break for its solar project in the Stockdale and Nixon area, two other companies have approached the district with similar proposals.

Novis Renewables LLC and Blackjack Plains Solar Project LLC both presented their applications for appraised value limitations to the Stockdale ISD board of trustees March 23, according to information provided by the district after the meeting.

A Chapter 313 agreement allows for a school district to offer a tax concession for an energy company, putting a cap on the values the company will pay on property taxes to the school district.

Novis representatives Troy Reed and Eddie Hernandez presented their project, citing a limitation period of 2028; they hope to start construction in 2024 and begin operating in 2025.

Garrett Peters and Eric Clifft outlined the Blackjack Plains Solar Project. Again, the limitation period would be 2028, with an estimated start of construction in 2025 and operations to start in 2026.

Both applications were approved by the trustees for initial review. Under Chapter 313 agreements, the companies will pay full taxes on the project properties’ interest and sinking, or debt, portion of school district taxes, but a reduced amount toward maintenance and operations taxes, which support day to day operations.

In addition, board trustees Teri Wolff, Teri Dugi, Blaine Akin, Craig Clancy, Barry Osborne, and Tanner Voelkel appoved to amend the Chapter 313 agreement with 247CT 8me LLC (8minute Solar Energy), which allow the project to increase in size. The project now is based in Austin, instead of California, and the name is being changed from 247CT8me LLC to Clear Fork Creek Solar LLC. Monita abstained from the vote.

Also during the meeting, trustees approved the 2022-23 district calendar.

In addition, the board approved one-year contract extensions for Programs and Testing Coordinator Roxanne Moczygemba Business Manager Becky Stewart; principals Sandy Lynn, Sharon Dunn, and Susan Loep; librarian Desiree Cooper, elementary school nurse Deirdre Hastings, Athletic Director Andrew King, and Technology Director Billy Polasek.

Trustees and Superintendent Daniel Fuller also recognized the following as teachers of the month:

•Kassie Dixon, high school

•Jenna Cotter, junior high

•DeNay Simpson, elementary.

Superintendent resigns

Daniel Fuller, Stockdale ISD superintendent since June 2017, has resigned.

His resignation, tendered during the March 23 school board meeting, was approved by the trustees. He was selected in February as the lone finalist for the Sweeny ISD, south of Houston near the Texas coast. He started April 1.

The school board approved District Programs and Testing Coordinator Roxanne Moczygemba to serve as interim superintendent as Stockdale ISD searches for Fuller’s replacement.
